Charles L. Gowland, Jr.

Charles L. Gowland, Jr. is an associate attorney with the firm, admitted to practice in Florida in 1998 and Louisiana in 2001. Mr. Gowland is a graduate of Florida State University (B.S., 1995, cum laude), and the Florida State University College of Law (J.D., 1998, with honors). For seven years prior to joining the firm, Mr. Gowland served as a legal advisor and Chief Counsel for the Florida Department of Financial Services, Division of Insurance Fraud, representing the Division in legislative matters, civil litigation, administrative rule development, contract and policy drafting and review, insurance industry compliance matters, and legal analyses of criminal fraud investigations. During that time, Mr. Gowland also conducted training on the criminal enforcement of the Florida Insurance Code and worked in developing legislative initiatives for both the public and private sector. He is the draft author of Florida Statutes 119.105, 316.066(5)(6), 316.068(2), 456.054, 624.310(8), 626.112(9), 626.902, 626.989(7), 626.9893,817.234(7)(8)(9), 817.2341, 817.236, 817.2361, 817.413 and 817.505, as well as Rules 69D-1 and 69D-2, Florida Administrative Code.

Mr. Gowland previously worked as an attorney in the Legal Division of the Florida Department of Insurance where he handled administrative prosecutions, various insurance company regulatory matters, and provided legal opinions relating to the Florida Insurance Code. Prior to attending law school, Mr. Gowland worked as a licensed life, health and variable annuity agent for an independent insurance agency. During his time in government, Mr. Gowland twice received the Davis Productivity Award for outstanding service to the public. He joined the firm in September of 2007.
